It actually is in the docs but you have to read the wording carefully.
For example in the Sun PCi 3.2.1 User's Guide, Installing Windows XP
Professional, page 38:
"Make sure that you have the following media and information available
before you begin installation:
Windows XP Professional retail installation software CD"

It sneaks the word "retail" in there, which by omission of OEM CDs
means that you can't use OEM CDs.
