As far as I recall by head, the unlimited user license is for workstations (aka
700 series) only.
You might try the swinstall option to force installation regardless of fittness
for the found stuff. See `man swinstall` for details.
btw: (again, digging into memory) the patch was only needed for terminal access
trough serial lines. Network based access (like telnet) was not counted for in
the 2-user license.
