Default 7013 case question

Last night while working on my 7013-59H I noticed something. The
right side panel (as view from the front) has a series of vertical
slots at the bottom that act as air inlets for the fans that cool the
disk drives. The left side panel has the same set of slots but it has
foam covering the slots. The center of the foam is cut and is not
glued to the cover. Should the center piece of foam have been removed
when the system was installed? With the center piece of foam in place
the only real outlet path for the air going over the disk drives is
the small slot that allows cables to pass from the microchannel cards
to the disk drives.
