I'd upgrade to kernel 2.6.0. Or patch 2.4.23 for cpufreq support.

Either of those options will give you cpufreq support in the kernel,
which will allow you to dynamically set the speed of the processor via
a nice /proc or /sys interface, with user-land utilities available to
set it based on CPU load. It's good stuff.

Note if it is a Dell laptop, you may be unable to use any but the acpi
drivers to change the CPU speed. I'm not sure exactly why and those who
do know exactly why seem to be bound by Dell and/or Intel NDAs.
