I don't know if this can help you
in MANIFEST:
drwxr-xr-x root/root 0 2003-12-15 13:23:43 etc/cups/
and in the output:
File Permissions: /etc/cups/ is 0775 but 0755 in MANIFEST

Group Ownership: /etc/cups/ is gid 3 (sys) on system but gid
0 (root) in MANIFEST
