If its a graphical package management you want there's kpackage from KDE.

In the Kmenu you'll find it in the System submenu and here it is named
"Package Manager". As user you can browse and search the installed
packages and you can choose what package(s) should be installed or
removed and then kpackage ask for roots password before actually doing
the operation.
