Tmssa on 5.1 does not need shared vg in (enhanced) concurrent mode. I think
two things got mixed up in your configuration/error messages. Make sure that
you configured your tmssa devices and node_number correctly before you let
hacmp detect this tmssa net.
Sending hearbeats over harddisks would require enhanced concurrent vg. This
is a new feature (and should not be used if you don't have to (slows cluster
down)) but it has nothing to do with tmssa. Tmssa should work as with the
previous hacmp versions.
If you want to use enhanced con. vg you probably want to speed up takeover
of the vg.
