Default Mount new Filesystems with old Filesystem names. AIX 4.2.1 on an F40

I want to restore(from Lone-tar backup tape) 3 filesystems to a new
raid system. I want to preserve the information on the old raid.
(Safety Net)

I've unmounted the old filesystems, even deactivated their volume
group. I've created a new volume group and new logical volumes without
problems.
But when I try to create new filesystems, the system won't let me
telling me the filesystems already exist.

When I tried making the physical volume unavailable (chpv -v r hdisk1)
I'm told I need to varyon the vg, when it is varied on, I'm told I
can't remove or delete the pv without losing quorum.

How can I get the old raid drives out of the way (while preserving the
information on them, in case something goes wrong with the restore and
I have to put them back in). And have AIX forget I've used those
filesystem names in the past, so I can create new ones and restore
from tape to the new filesystems on the new raid.

The reason I'm restoring from tape is two-fold, It defragments this
way, and I've been warned that other methods can mess with permissions
in unexpected ways.

Clear as muddy water?
