Default PLM, HMC, and SSH

In an attempt to setup and configure the Partition Load Manager (PLM),
I have encountered an instruction in the documentation that is not
clear as to what it means. As part of the PLM installation, it
requires the installation of SSH, and the documentation makes the
following statement:

"Before you can use OpenSSH, there must be a user on the HMC that has
remote command enabled."

Now "remote commands" can be enabled for the HMC, but I know of know
way to enable remote commands on a user-by-user basis. I am asking
this question because when I attempt to start the PLM, it fails because
it can't issue the remote command "lshmc" on the HMC, and I suspect it
is because the "remote commands" is not enabled for the user. The HMC
does have remote commands enabled. Where can this be enabled on a
user-by-user basis?
