Can't Install DHCP Server on RedHat 9

Default Can't Install DHCP Server on RedHat 9

Hello, I am using RedHat 9 and try to install DHCP server.
As shown below, I have installed via rpm. However, it told me that dhcp is
not installed after installation.

[root@m787ken rpms]# rpm -ivh dhcp-3.0pl1-23.i386.rpm

package dhcp-3.0pl1-23 is already installed
[root@m787ken rpms]# rpm -q dhcp-3.0pl1-23.i386.rpm
package dhcp-3.0pl1-23.i386.rpm is not installed

When I run the command "service dhcpd start", it does not show me any
message.
Would you please tell me how to install dhcp?

A quick search on google reveal that such package doesn't contains
anything useful:

If you want a dhcp server you'd better install dhcp-server.

It is not installed because it has already been installed.

If you havent created /etc/dhcpd.conf it won't start.

I created the file and started INN sucessfully.
