Default dbase problem characters

Not specific to VB or SQL Server, but I hope someone can help.

I have a .dbf file, which contains lots of "special" characters, SÜSOM-GIVÈ
being an example

When I link this dbf to Access (or DTS to SQL Server, or import to EXCEL)
they are converted to characters that don't display as intended)

eg, the above becomes S?SOM-GIV?

When I open the dbf in notepad, it displays correctly!

I assume the odbc dbf driver is doing some converting behind the scenes?
Anyone know how I can get this data into SQL Server/Access/Excel so that it
displays correctly?
