Default initdb.exe error while installing postgres 8.0

Hi all,
When I tried to install Postgresql 8.0 on windows xp (ntfs) on my
system it gave me the following error:

initdb.exe Application error: the application failed to initialize
properly (0xc0000022). Clikc on OK to to terminate the application.
then it gave me a message: Failed to run initdb: -1073741790 please
see logfile in c://.../8.0/tmp/initdb.log but there is nothing in that
file.
I turned off the firewall, disabled anti-virus, gave full control to
every one in security settings, still it didn't worked. I installed it
successfull on a different computer it worked fine.
can anybody help me. Thankx a million in advance.

HI Martin,
Thanks for your response. I tried installing from postgresql user
account, it didn't worked for me. It was giving a different error
(Access Denied), I gave all security permissions to that user still it
didn't worked. This user is not a power user (only limited user) but i
didn't see any option as power user. Do you know how to make a limited
user as a power user. any other suggestions.

I donno why, but it is libpq.dll which hampered the installation, I
copied libpq.dll into system32 folder when I installed mapserver, now
I just renamed it to a different name and the installation was
successful and postgres installed a new libpq.dll file, I donno if
this causes any problems to mapserver (so far so good both mapserver
and postgres are working fine). I am just curious what is the role of
libpq here. can any body have any idea.
