Default TPC-H Benchmark - hardware

Hi!

I have a question concerning the TPC-H Benchmark test.
On the website of TPC-H.org, TPC has for example for the 300GB
benchmark tpc-h test the following information postet:

Note 1: The TPC believes that comparisons of TPC-H results measured
against different database sizes are misleading and discourages such
comparisons. The TPC-H results shown below are grouped by database
size to emphasize that only results within each group are comparable.

My question:
To make a fully comparison about two database vendors, like oracle and
db2, is it possible to take a tpc-h benchmark result with the same
database size, to compare the two databases?

Is the hardware for such benchmark test not decisive? please reply.
