Default can't find terminal control database entry

When users try to telnet to my sco 5.04 box they get the message
connection refused. When i restart they can connect but after a few
moments the connection is terminated and subsequent tries result in a
connection refused error untill reboot and the same things happens
again.

I get them error is syslog, can't find terminal control database entry
for line ttypxx

I have tried the following

On Experts-Exchange the "accepted answer" doesn't seem to apply to the
problem.

On the A.P. Lawrence site I located the following information, but no
resolution. The link pertaining to TA# 104588 doesn't work, but you
can
enter it at sco.com/ta to get the article.

The "can't find terminal control database entry for line ttypxx" is
unrelated. It means that you have more pseudo ttys configured than
the
[deleted explative] C2 security abomination has inscribed in its
auth/ttys
database. See:
http://www.caldera.com/cgi-bin/ssl_reference?104588 for the
cerimony.

Any other ideas?
Thanks

Just to be clear - by "I have tried the following" do you mean that you
actually carried out the instructions in TA104588, and it didn't help?

Also, the TA is somewhat incorrect when it says that it may be done in
multiuser mode. Once you have carried out the instructions, the problem may
occur once more for each terminal, unless you go to single-user mode and then
back to multiuser mode.

Upon further investigation if I wait 5 minutes or so I can reconnect
using telnet. My telnet program gets to the user name entry part and
if I press a key it disconnects and I must wat 5 or so more minutes
otherwise i get connection refused messages again

I figured it out. After trying to ping the terminals from the console
in the server room found about 95% packet loss,. Unplugged and
reseated the network cable and ping returned to 0% loss. This fixed
for most users. I had to scavenge and update my primary DNS to get
the remaining systems to ping through correctly,
