Default mc treats my terminal as dumb

When I work as a user in console mode (no X) with Midnight Commander,
after runnig some command and then ^O - all output is cleared.
There is no option "[+]1[-] output lines" in
Options->Layout->Other options also.

But when working as root or making mc suid everything is OK.

Slackware is 9.1 (the same was in 8.1). User is in tty group.
Console with fb or without - no change.
I don't have this problem in some other distros so I think it's
Slackware specific.
