Add new printer wizard icon

The icon is missing from my KDE desktop--what program does the icon normally
link to?

(I _should_ have checked this on my home station before I got to work,
but...)

kcmshell printmgr

That will give you the ability to use the wizard.
You can use the control center as well to add a printer.
