This bug must be gone you mentioned your using 3.1.4 which is rather old,
I'm using 3.2.1 and I have been totally unable to recreate this problem
even with your 2 methods above

You can find a copy of 3.1.5 for Slackware 9.1 on most mirrors in the
patches directory

I too have had this problem, and found a "solution" that no one has
mentioned, and is so low tech it's embarrassing. I noticed the problem was
constant, except if I clicked on the icon, held the button down for a
second and then removed my finger quickly and entirely, so that the button
snapped up sharply. Result, no sticking, dragging icon. I then proceeded
to wash my mouse, with a dab of alcohol and a paper towel, paying close
attention to the joint area between the button and the body of the mouse.

I have not been able to reproduce the problem since, no matter what I try.

YMMV, but my 3 year old M$ IntelliMouse Optical looks brand new, and I no
longer have a problem. Go figure. ;-D
