Does Slack 10 supports the dynamic change of CPU speed (e.g. 750MHz to
2.1GHz)?

slack doesn't come with any tools for that, seeing how 2.4.x kernels need to
be patched [last time i checked], and slack doesn't come with cpufreqd
tool.

So is it best to compile a new kernel at the same
time of a cpu upgrade??

Google said 2.6.x kernel has been patched for it; running 2.4.26 now.
My pc is running 796MHz now and the CPU is capable of 2.1GHz. Any tool
known of addressing this without patching?

is this different than the APCI?. on my slack 10 laptop i am able to
go from 1400->600 but for some reason I can only ever turn it back to
1200. (it won't let me go back to 1400 for some reason)

Kernel 2.6 supports it (-> Power management options).
Works perfectly on my Asus M2400N with Slack 9.1 and 10.0.
You can control the frequency manually with gkrellm (cpufreq-plugin).
Or if you like it more automagically you can use cpudyn.
