OK - there are three levels of licensing:

Dev edition (free, max 25 connections, single engine)
Small Business edition (max 250 connections, IIRC)
Enterprise Edition (no limit)

The Installation Guide for 12.5.1 is one place where the different
editions are summarized. Here's one link:
